The Nigeria National Petroleum Company Limited (NNPC Ltd) is set to bolster production and enhance the quality of refining at its Warri and Kaduna plants through the implementation of new maintenance and compliance measures, alongside the integration of advanced technological solutions.
Olufemi Soneye, Chief Corporate Communications Officer of NNPC Ltd, outlined that these initiatives are part of the company’s broader strategy to ensure sustainability and profitability. As part of this effort, NNPC Ltd is seeking both short-term and long-term Operations and Maintenance (O&M) services contracts for the Warri Refining and Petrochemical Company (WRPC) and the Kaduna Refining and Petrochemical Company (KRPC).
The O&M contracts will encompass a wide range of responsibilities, including:
– Long-term and short-term production and operations planning
– Execution of production and operations
– Monitoring, reporting, and optimization of operations
– Short-term maintenance planning and execution
– Reliability and inspection
– Process and control engineering
– Quality Control, Quality Assurance, and Laboratory services
– Specialist engineering
– Health and Safety
– Environmental management
– Turnaround maintenance planning and execution
– Minor projects
– Non-hydrocarbon procurement
– Sub-contractor management
– Inventory and warehouse management
Soneye emphasized that the primary goal of these O&M services is to ensure a steady and sustainable refining output while maintaining adherence to top-tier maintenance and regulatory compliance standards, all at minimal cost per barrel of refined product.
The tender process for these O&M services will consist of three stages: Expression of Interest, Technical Evaluation, and Commercial Bid. Soneye also noted that the O&M services are expected to enhance refining processes through the use of the latest technology, including Computerized Maintenance Management Software (CMMS) and Warehousing Management System (WMS).
Under the O&M contract, production and operations execution will cover all refining activities, including the processing of various products such as Mixed LPG, PMS, HHK, ATK, AGO, and LPFO.
